\hich\af0\dbch\af37\loch\f0 s of the morning.  He told her not to be a}{\rtlch\fcs1 \af0\afs24 \ltrch\fcs0 \f0\fs24\insrsid10182396\charrsid7809623 \hich\af0\dbch\af37\loch\f0 fraid as h}{\rtlch\fcs1 \af0\afs24 \ltrch\fcs0 
\f0\fs24\insrsid12411\charrsid7809623 \hich\af0\dbch\af37\loch\f0 \hich\f0 e was her \'93\loch\f0 \hich\f0 daddy\'94\loch\f0  and she was his daughter.  He had}{\rtlch\fcs1 \af0\afs24 \ltrch\fcs0 \f0\fs24\insrsid8807146\charrsid7809623

There is no problem when there is established authority for what the starting point should\hich\af0\dbch\af37\loch\f0  be.  For example, in the past the starting point for the offence of rape was 7 years\hich\f0 \rquote \loch\f0 
 imprisonment.  The problem arises when there is no established authority for the starting point, but instead an appropriate range of sentence (sometimes referred to as \hich\af0\dbch\af37\loch\f0 t\hich\af0\dbch\af37\loch\f0 
he tariff) has been identified.  For example, the appropriate range of sentence for the rape of a child (ie someone under the age of 18) is 10-16 years\hich\f0 \rquote \loch\f0  imprisonment: see }{\rtlch\fcs1 \af0\afs24 \ltrch\fcs0
