\hich\af0\dbch\af31505\loch\f0  \hich\af0\dbch\af31505\loch\f0 the reference to the Permanent Arbitrator in the present case.
\par }\pard \ltrpar\s39\ql \li0\ri0\sb240\sa240\widctlpar\wrapdefault\aspalpha\aspnum\faauto\adjustright\rin0\lin0\itap0\pararsid3629689 {\rtlch\fcs1 \af0 \ltrch\fcs0 \insrsid12066465\charrsid15622553 \hich\af0\dbch\af31505\loch\f0 
With all due respect, I must say that I cannot understand how anything the Permanent Arbitrator said, logically forms part of Mr. Matawalu}{\rtlch\fcs1 \af0 \ltrch\fcs0 \insrsid14113993\charrsid15622553 \hich\af0\dbch\af31505\loch\f0 '}{\rtlch\fcs1 \af0 
\ltrch\fcs0 \insrsid12066465\charrsid15622553 \hich\af0\dbch\af31505\loch\f0 s argument. The Permanent Arbitrator did not express t\hich\af0\dbch\af31505\loch\f0 he view that there was not a trade dispute. What he decided was that "If Shankaran}{
\rtlch\fcs1 \af0 \ltrch\fcs0 \insrsid14113993\charrsid15622553 \hich\af0\dbch\af31505\loch\f0 '}{\rtlch\fcs1 \af0 \ltrch\fcs0 \insrsid12066465\charrsid15622553 \hich\af0\dbch\af31505\loch\f0 
s grievance is to be brought to arbitration it must be carried by APSSA." He did not express the view that "Shankaran}{\rtlch\fcs1 \af0 \ltrch\fcs0 \insrsid14113993\charrsid15622553 \hich\af0\dbch\af31505\loch\f0 '}{\rtlch\fcs1 \af0 \ltrch\fcs0 
\insrsid12066465\charrsid15622553 \hich\af0\dbch\af31505\loch\f0 s grievance" was not a trade dispute.
\par }\pard \ltrpar\s39\ql \li0\ri0\sb240\sa240\widctlpar\wrapdefault\aspalpha\aspnum\faauto\adjustright\rin0\lin0\itap0\pararsid16345065 {\rtlch\fcs1 \af0 \ltrch\fcs0 \insrsid12066465\charrsid15622553 \hich\af0\dbch\af31505\loch\f0 What I have to de
\hich\af0\dbch\af31505\loch\f0 cide in the present case is whether or not there was a trade dispute as defined in the Act.

\insrsid14113993\charrsid15622553 \hich\af0\dbch\af31505\loch\f0 '}{\rtlch\fcs1 \af0 \ltrch\fcs0 \insrsid12066465\charrsid15622553 \hich\af0\dbch\af31505\loch\f0 s contention and the company}{\rtlch\fcs1 \af0 \ltrch\fcs0 \insrsid14113993\charrsid15622553 
\hich\af0\dbch\af31505\loch\f0 '}{\rtlch\fcs1 \af0 \ltrch\fcs0 \insrsid12066465\charrsid15622553 \hich\af0\dbch\af31505\loch\f0 s counter}{\rtlch\fcs1 \af0 \ltrch\fcs0 \insrsid15078428 -}{\rtlch\fcs1 \af0 \ltrch\fcs0 \insrsid12066465\charrsid15622553
