an unreasonably short period of time within which to carry out the works specified and in my view completion of the works was virtually impossible of performance within the time specified. Notwithstanding this virtual impossibility the respondent}{

construction of the specified oxidation ditch for the approval of the Authority. The period of 14 days for these plans alone was in my view an unreasonably short time to instruct an engineer, to have
