Ship Security Alert System Regulations

SHIP SECURITY ALERT SYSTEM REGULATIONS

Order 13 of 2005

1. Objective of Regulations
The objective of these Regulations is to promote compliance with safety standards in the maritime transport industry.

2. Requirement for installation of Ship Security Alert Systems (SSAS)
All owners or agents of foreign vessels of 500 gross tonnage or more which are registered under the Vanuatu International Ship Registry must install Ship Security Alert Systems on board their vessels to comply with the requirements of Chapter XI -2 of the SOLAS (Safety of Lives at Sea Convention).

3. Type of system of alert
The type of system of alert required to be installed on board foreign vessels under Regulation 2 is the SHIPLOC/SSAS/CLS system that will comply with the IMO standards (MSC 76/4/1).

4. Enforcement of Regulations
The Vanuatu Maritime Authority and the Commissioner of Maritime Affairs must ensure that all foreign vessels comply with the requirements under regulations 2 and 3 of these Regulations.

5. Penalty
Any person who acts in contravention to regulations 2 and 3 after 6 months from the date of commencement of these Regulations is liable to a fine of VT 50,000.
