REPUBLIC OF FIJI MILITARY FORCES ACT
(CAP. 81)


REPUBLIC OF FIJI MILITARY FORCES (BASIC PAY) (AMENDMENT) (NO. 2) REGULATIONS 2006


IN exercise of the powers conferred upon me by section 42 of the Republic of Fiji Military Force Act, I make these Regulations -


Citation


1. These Regulations maybe cited as the Republic of Fiji Military Force (Basic Pay) (Amendment) (No. 2) Regulations 2006.


New Schedule added


2. The Republic of Fiji Military Force (Basic Pay) Regulations 2001 are amended -


(a) by adding the following regulation -


“Service allowances


3. A member of the Force is entitled to the service allowances set out in Schedule 2.”; and


(b) by renumbering the existing Schedule as "Schedule 1" and by adding the following Schedule -

SERVICE ALLOWANCES

1.
Field Allowance
Field allowance compensates for the requirements to live and work in uncomfortable conditions in the field as well as the curtailment of home contacts, inability to use leisure time effectively and the liability to work exceptionally long and irregular hours.

Members are considered to be in the field when they are required to undertake duty and live in the field. By live, it is meant that members are working, eating and sleeping in an outdoor, open air, natural environment. Members will be experiencing disabilities in living conditions, eating arrangements and working conditions and will not have access to facilities or services. It is to be paid as part of the consolidated salary and subjected to tax and Fiji National Provident Fund (FNPF) deductions.
Tier 1 - $25.00 a day payable to a member who undertakes field exercises and or activities where extreme or adverse levels of disability are experienced in at least four of the six elements listed.

Tier 2 - $17.50 a day payable to a member who undertakes field exercises and or activities where intermediate levels of disability are experienced in at least four of the six elements listed.

Designed for Infantry and personnel undergoing field exercises during courses.

2.
Seagoing Allowance
Seagoing allowance is payable to compensate for the particularly to compensate for the particularly uncomfortable conditions encountered in seagoing ships, inability of members to use their leisure time effectively; Exceptionally long hours worked; and almost complete lack of home contact. Seagoing allowance applies to a member who is entitled to salary and:

(a) is either permanently or temporarily posted to a seagoing ship in commission to fill a seagoing position;

(b) is posted onboard a seagoing ship as a member of a sea training group;

(c) is a member of a diving team posted to a seagoing ship for specific diving duties.

The initial qualifying period required for entitlement to seagoing allowance is ships to be continuously at sea, away from home port for 24 hours. Seagoing Allowances are to be paid on occurrence and subject to tax and FNPF deductions.

3.
Remote Location Allowance
Remote Location allowance compensates for the requirement for RFMF engineers to live in remote areas of the Fiji archipelago and work in uncomfortable conditions in the field as well as the curtailment of home contacts, inability to use leisure time effectively and the requirement to meet normal expenditures and local cost of living above that incurred by the member in their home station.

Members are considered to be in the remote locality when they are required to undertake duty and live in the remote project locality. By live, it is meant that members will be experiencing disabilities in living conditions, eating arrangements and working conditions and will not have access to facilities or services.

Members' accommodation will be limited to individuals, small group, or host resources, generally transported by the individuals and erected as required. Initial period of remote location service of 48 hours during which remote location service is rendered. Remote Location Allowances are to be paid on the occurrence and subject to tax and FNPF deductions.
$25.00 a day payable to a member who undertakes remote locations activities where extreme or adverse levels of disability are experienced in at least four of the six elements listed.

$17.50 a day payable to a member who undertakes field exercises and or activities where intermediate levels of disability are experienced in at least four of the six elements listed. Designed for Engineer personnel Six Elements;

4. Leisure

5. Facilities and services,

6. Hours of work.
4.
Explosive (EOD) Allowance
Payable to service persons qualified and directly involved in the handling, transporting, storage and disposal of Explosive Ordinance and Improvised Explosive Devises.

Qualified EOD/Blinds Disposal/Demolition Officer/Supervisor/Ammunition Technician

Employed under direct command of such a person aforementioned

Can be paid concurrently with field and diving allowance

Subject to Tax and FNPF deductions
$50/hr max 3hr/day

$80/day after 48hrs continuous ops

Trainees $25/day on practical BNS $25/day
5.
Diving Allowance
In the case of a qualified diver who is required to undertake diving duties. Qualified defined as having qualified on the Fiji Navy Qualifying Divers, the Royal New Zealand Navy Leading Divers and the Royal Australian Navy Clearance Divers and Diving Supervisors courses.

All courses include the requirement to qualify on the handling and storage of explosives. Basic and Leading, courses qualify divers to disarm explosive ordnances, and Clearance and Supervisors courses qualified divers to disarm and dispose of improvised explosive devices.

In the case of a member who is engaged as a support/medical member has to be qualified in diving medicine and technical support for diving operations and assigned as a support member in a diving operation.

Diving allowances are to be paid on occurrence and subject to tax and FNPF deductions
$50 @ hour for divers, $80 @hour for instructors, and $120 @ hour for Diver Master.

Diver - $50.00 a day up to a maximum of three (3) hours on each day.

Support Member - $25.00 for each hour or part hour in attendance.
6.
Acting Allowance (Higher Duty) Allowance
Higher duties mean temporary performance by a member of the duties of a vacant position which is of a higher rank or work value than the member's substantive position.

Acting Allowance is payable to persons appointed on an acting basis when a legitimate need exists due to an absence of an incumbent of the rank of sergeant or above.

The appointed person must be formally directed to perform the higher duties for a specified period by the unit commanding officer with the approval of HQ RFMF.
95% of salary of higher appointment.

Acting appointment to cover a minimum period of 30 days and not more than 180 days.

Request for acting appointment must be approved by HQ RFMF and published in the RFMF Routine Orders Part 2
7.
Transfer Allowance
Transfer Allowance is an allowance payable to;

(a) A member when transferred from one military or naval establishment to another and where the transfer justifies and results in a change of residence;

(b) A member posted to another military camp or naval base for relieving purposes;

(c) Where the member's spouse is also a member of the RFMF or a Public Officer, on transfer, only one set of transfer allowance will be paid; and

(d) A member proceeding on training of no less than one academic year provided that the member is required to move residence
$165.00 for single members and $342.00 for married members.
8.
Hotel Meal Allowance
Meal allowances paid to employees who are accommodated at a hotel for meals taken at the hotel restaurant.
$37.00 @ day on active service in Fiji
9.
Sevusevu Allowance
Sevusevu Allowance is an allowance payable to:

(a) A member when conducting traditional ceremonies seeking to facilitate administrative, operational and training activities;

(b) A member required to conduct traditional ceremonies for official visitors to military establishments.
$10.00 for a single traditional ceremony
10.
Subsistence Allowance
Subsistence allowance is intended to recompense a member who has to travel on military or government related service for additional expenditure incurred by him or her. It is not a personnel emolument

A member is entitled to draw subsistence allowance for each night during which he/she is required to be absent from his/her assigned camp or base facility in the course of their duties.

If the absence is less than twenty four (24 hours) duration, no subsistence will be paid. In such circumstances, the contracted member will be paid meal allowance per meal together with reasonable expenses.
$17 @ day if accommodation is provided.

$25 @ day if no accommodation.

Meal allowance at the rate of $7.50 per meal together with reasonable expenses.

If deployed out of station.
